Talk to a Flooded Victim about their circumstances and take detailed notes or get permission to record them to transcribe notes into text.  Past that detail into section 2. Circumstances

Enter the recipient Name. This is OPTIONAL if they do not want to enter that information.  Enter the Language that the report will be written in and the email address where the report will be sent.

Finally put the specific location which can be a zip code, county, etc. but does not have to be an exact address and BE PATIENT!  Once the location is entered the report may take 5 MINUTES to generate and send to email
